Months before Haitian President Jovenel Moïse’s 2021 assassination in the hills above his nation’s capital, Rafael Guerrero signed as a witness to a $175,000 line of credit provided by a Broward County businessman to a Doral-area security company to help finance support for Christian Emmanuel Sanon, the Haitian American pastor seeking to replace Moïse.
