The School Board Of Miami-Dade County, Florida, Unanimously Approves Agenda Item Proffered By School Board Member Dr. Steve Gallon Iii Regarding The Expansion Of Early Childhood Education Programs Through Provider Partnerships

At the School Board Meeting of May 14, 2025, the School Board unanimously approved agenda item H7, Expansion of Early Childhood Programs through Provider Partnerships, directing the Superintendent of Schools to: 1. review previous School Board and District proposals and plans for expanding access to early childhood education, and adjust/update these proposals and plans, as appropriate; 2. review the criteria for high quality early childhood education (ECE) programs to determine academic, financial, and operational viability, such as Classroom Assessment Scoring System (CASS); 3. continue to conduct a review of District assets, specifically those District-owned assets that may be viable for early childhood education expansion consideration; 4. engage local community partners such as the Children’s Trust and the Early Learning Coalition, as well as establish a process to identify and include high quality private providers to discuss and explore approaches, partnerships, and strategies that expand and enhance access to early childhood education programs; and 5. continue to work with the State and members of the Legislature to address and/or remove existing and/or potential barriers to early childhood education access for children and their families, and to expansion efforts by school districts, early childhood education providers, and community based organizations.

Miami-Dade County Public Schools (M-DCPS) is committed to providing and supporting high-quality ECE programs for children and their families. Recognizing that partnerships with government entities, municipalities, and organizations can expand educational opportunities, this commitment is reflected in School Board Policy 5410, the Student Progression Plan, and numerous approved agenda items.

M-DCPS values student achievement and recognizes the vital role of high-quality ECE programs in longterm academic and life success. Research shows ECE fosters foundational academic, social, and emotional growth, promotes critical thinking, and ensures kindergarten readiness. It also supports early literacy by developing prereading skills like letter recognition, phonics, and vocabulary through rich language experiences. ECE programs serve as a bridge between home life and the structured environment of elementary school. Childcare centers and preschools help children adjust to routines, follow instructions, and develop essential skills that support healthy growth and academic preparation.

Building on strong community support and previous and ongoing School Board efforts, M-DCPS is well positioned to expand and enhance ECE offerings. Through direct partnerships with private providers and strategic use of existing assets, the District can continue advancing access to high-quality early education for all families.

Pursuant to agenda item H-7, an update will be provided to the School Board regarding the findings and viability of this action as it relates to potential implementation for the 2025-2026 school year, where feasible, no later than July 31, 2025.
