Broward takes first step to crack down on DMV ‘scalpers’ who sell appointments

Broward County took the first step Tuesday toward blocking entrepreneurs who turn a profit by charging the public for a free government service — booking appointments at the Florida Department of Highway Safety and Motor Vehicles.

County commissioners said they recognized driver’s licenses and related issues as an area where government has failed to meet the needs of the public. “If it’s not the worst-run government operation, it’s pretty high up there,” said Commissioner Michael Udine.

Reservation scalpers take advantage of an area that generates near-universal scorn — the interminable wait for appointments to get a driver’s license, permit, renewal or vehicle registration. Booking the appointment is free, but some have figured out how to game the system by stockpiling appointments and selling them to people who can’t or won’t wait until their free turn comes up.

Starting in 2026, the driver’s license and registrations will be handled by county tax collectors instead of the FLHSMV. Preparing for the new responsibility, Miami Tax Collector Dariel Fernandez said last month he uncovered the practice he called “reservation scalping.”
